I witnessed a similar thing going on in Cobble Hill the other day, from the sidewalk. The swarm was something maybe around 70 birds in flight, and maybe about 40 birds sitting on an apartment rooftop at roughly the swarm's flying height. With each iteration through the "infinite loop", a small number (n<10) of pigeons left the swarm and settled on the rooftop, and a small number departed from the rooftop and joined the swarm, keeping the swarm's size relatively static over the time I spent watching.
